Clemon H. Wesley, Jr., is a native of Hawkins, Texas. He graduated from Prairie View A&M University in 1957 with a BS Degree in Electrical Engineering and entered the US Army Signal Corps as a 2nd Lieutenant at Fort Monmouth, New Jersey. During his military career, Mr. Wesley attended a multitude of army service schools to include the Signal Officer Basic and Career courses, the Armed Forces Staff College, and the Army War College. While in service he also obtained a MS Degree in Communications from Shippensburg State College in 1970 and a LLB in Law from LaSalle University in 1972. He served with distinction in Europe, Viet Nam, Panama and several stateside military installations. His military awards include the Viet Nam Service Medal, the Bronze Star Medal and the Legion of Merit. He retired as a Regular Army Colonel in November 1981.

After retirement from the military, Wesley immediately formed TEXCOM, Inc., a diversified Telecommunications Systems corporation currently focused on computer networks and telephone systems for small businesses. Since inception in 1982, TEXCOM has been a premier provider of high technology services and products with total revenues in excess of $200 million and an employee level that has peaked at over 300 personnel.

Wesley is a graduate of the Leadership Maryland class of 1994. He has served as Chairman of the National Association of Minority Business and as a national board member of the National Business League. He is the founder of RESPECT, a non-profit consortium of organisations that provides diversified support to minorities in the Maryland State Capital region. He is currently serving as a Board Member of Care First, the BlueCross BlueShield Licensee for the Mid Atlantic Region. He attributes his accomplishments to his family roots, religious foundation, military experiences and his can-do attitude. A wide array of press and organizations have recognized Wesley's contributions and untiring efforts in support of cultural and charitable activities. A few of the many awards he has received include:
