 In Memoriam

Clemon H. Wesley, Jr.

1936 - 2009

CLEMON H. WESLEY, JR. the late Founder of TEXCOM, Inc., passed away in April 2009. Mr. Wesley was a proud native of Hawkins, Texas and the son of sharecroppers who instilled in their children the belief that through education and hard work, they would be able to live better lives in adulthood. He  graduated from Prairie View A&M University in 1957 with an Electrical Engineering Degree, and an ROTC Commission. 2nd Lieutenant Wesley entered the Army Signal Corps near the front of the first wave of African American Officers commissioned in the technically oriented Signal Corps.

He went on to experience two remarkable careers: as an Army Clemon WesleyOfficer and an Entrepreneur. One of the many highlights of his military career was pioneering the automation of Stack Record Accounting in Army battlefield logistics units during the Vietnam conflict. While in service he also obtained a MS Degree in Communications from Shippensburg State College in 1970 and a LLB in Law from LaSalle University in 1972. He retired as a regular Army Colonel with twenty-four years of service in 1982.

Immediately after his retirement, he started TEXCOM, Inc., as a one-man business specializing in military communications systems. During the hay day of his 28 year tenure as President/CEO he took TEXCOM from a good idea to a thriving enterprise with over 200 employees, six offices in four states and revenues in excess of $300 million. TEXCOM began providing contractual services and equipment to the Navy in the Tidewater, Virginia area in 1987. Since then the company has continuously maintained prime and subcontracts in Navy ship and shore communications and information technology projects.

FounderMr. Wesley believed that the elements for success for any project are cost, schedule and quality. Cost must be competitive; the schedule you promised must meet your client's needs and you have to stick to it; finally top-notch quality is essential and must be maintained through a solid management team and is a critical ingredient for success in any business.

Wesley has been widely recognized in the press and by various organizations for his contributions and untiring efforts in support of  cultural and charitable activities.  A few of the many awards and corporate boards he has served on are:

 Awards

  • Legion of Merit for Distinguished Military Service
  • National Minority Small Business Person of the Year, through the US Small Business Administration
  • The Nation's Largerst Black Businesses, through Black Enterprise 100's
  • Black Engineering of teh Year (Entrepreneur) through US Black Engineer Magazine

 Corporate Boards

  • The National Businees League
  • The National Association of Minority Businesses
  • Care first of Maryland, Inc
  • Fort Meade Alliance
  • RESPECT Foundation of Annapolis, Maryland, the civil-rights organization he co-founded
Preceding his death, Mr. Wesley wrote Trailblazer, The Clemon H. Wesley Jr., Memoir, as a gift to his decendents. The late Mr. Wesley felt that Trailblazer appropriately described teh negotiation of the diverse minefields and experiences he encountered throughout his lifetime. He described himself as a maverick adventurer, gliding just below the radar during the last half century, blazing trails less traveled by the masses.
